I think it is interesting that this whole revision of the ordinance is a reaction triggered by theRead More illegal removal of around 10 trees per year, per the Public Works director at the City Council meeting (less than .08% of our 13,000 public trees), and really more specifically to the cutting of 2 or 3 large Modesto Ash trees in the Rancho Rinconada area. I hate that some people wantonly cut down mature trees, but I really feel like this is a severe knee-jerk overreaction on the part of the City staff which proposed the changes to the City Council. And yes, there was NO EDUCATION prior to the tagging of the trees - either about the plan to tag the trees, or about the revisions to the ordinance, including a new severe fine structure based on the size, species and City Arborist determined "condition" of the tree. I dare you to find the fee schedule referred to in the ordinance. In fact there has been no obvious attempt to educate residents about street trees in my 20+ years as a Cupertino resident. I have to give them credit - because of the tags (pardon me, "badges"), I've learned more about tress and our tree ordinance(s) in the last week than I had learned in the last 20+ years! So in a backward sort of way, they have been really successful at "Community Education". They have also been really successful at alienating a whole lot of City residents.

As you iundicated, it was only included in the initial staff report under "Education" asRead More 1.5" metal "asset tags". In the PowerPoint presented to the Council, they looked smaller and a forest-green color, quite unobtrusive. During discussions, Mayor Santoro said that he would like for the tags to explicitly say "Do not trim or remove this tree" and further discussion mentioned that it might be OK if the tags were a little larger to accommodate the text. There was also discussion of placement - whether they should face the houses, or the street, and the verbal agreement was toward the street. The actual implementation is toward oncoming traffic on the street side of teh tree. Councilman Wong mentioned that he was concerned about aesthetics of these tags, but that concern seems to have been completely ignored. There is NOTHING explicitly in the ordinance about tagging all of the trees, much less with QR codes and large enough to serve as 100 yd targets at a rifle range. These tags are actually almost 10 square inches! (2.5" x 4"). I agree that there was a lot of work put into revising the ordinance, and that for the most part the City is doing the right thing, but this implementation is exceptionally poor. And no, there was no public hearing of any kind- except the two readings of the proposed ordinace changes on March 6 and April 3, 2012, when it was unanomously approved by City Council.

This is the little walkway between Supreme Dog Grooming and Dream Salon in Monta Vista right off ofRead More Stevens Creek. It's the same little complex as Subway, Gumba's and Monta Vista Market, and right across the street from the Post Office. And the building is kind of painted in the official colors of that part of Monta Vista. :-)
